NOHFC Community Enhancement Program

The NOHFC Community Enhancement Program aims to help build strong and resilient Northern communities through infrastructure investments to upgrade and repair existing assets with the predominant goal of improving community quality of life through strategic initiatives. There are three streams offered on an ongoing intake through the Community Enhancement Program, each having its own specific criteria and eligibility factors, as listed below.

NOHFC Community Enhancement Program

Amount of Funding

Funding amounts vary according to individual streams:

Enhance Your Community Stream: 

  • Funding is made in the form of an individual contribution and may be up to 50% of eligible costs or $2,000,000 (whichever is less).

Rural Enhancement Funding Stream: 

  • Funding is in the form of a conditional contribution for communities of less than 1,500 residents may amount to up to 90% of costs to a max of $200,000.
  • Funding is in the form of a conditional contribution for communities with more than 1,500 residents may amount to up to 75% of costs to a max of $500,000.

Broadband and Cellular Stream: 

  • Funding is in the form of a conditional contribution 50% of eligible costs up to a maximum of $1 million per project at an ideal funding of $500 per dwelling (average) in the area.
  • Projects that meet or exceed 50 mbps may be considered for up to $1,500/dwelling.

Eligible Applicants

Applicant eligibility varies from stream to stream:

Enhance Your Community Stream: 

  • Municipalities;
  • Indigenous communities;
  • Not-for-profit organizations, and
  • Local Services Boards located in Northern Ontario.



Rural Enhancement Funding Stream: 

  • Rural municipalities;
  • Indigenous communities;
  • Not-for-profit organizations, and
  • Local Services Boards having or serving a population of less than 30,000.



Broadband and Cellular Stream: 

  • Municipalities;
  • Municipal organizations;
  • Indigenous Communities, and
  • Community-based-networks or ICT community champions in Northern Ontario.

Eligible Activities

Project eligibility varies according to stream:

Enhance Your Community Stream: 

  • Incremental improvements; and
  • Repairs, and/or renovations to improve and extend the useful life of capital assets.


Rural Enhancement Funding Stream: 

  • Incremental improvements,
  • Repairs, and/or renovations to improve and extend the useful life of capital assets.

Broadband and Cellular Stream: 

  • Projects that improve broadband and cellular coverage to areas with broadband download speeds of less than 25 megabits per second (mbps) (un-served or under-served areas).
