The B.C. Employer Training Grant (ETG) supports skills training to address provincial labour market needs. The program is delivered by the Province of British Columbia and is funded by the Government of Canada through the Workforce Development Agreement (WDA).

The goal of the ETG program is to help British Columbians access the skill development training they need to adapt to the changing requirements of jobs and the labour market while encouraging employer involvement in the training of their employees. More information can be found via ETG.

B.C. Employer Training Grant (ETG)

Amount of Funding

Funding amounts for the B.C (ETG) program varies by stream:

(1) C19 Impacted Worker Training Stream:

  • Employers may receive up to 100% of eligible costs, up to a maximum of $10,000 per applicant, per fiscal year;
  • Employers may receive up to $300,000 per fiscal year; and
  • All costs are paid in full by the employer and then reimbursed upon the approval of application and submission of receipts related to training expenses.

(2) Workforce Training Stream:

  • Employers may receive up to 60% of eligible training costs, up to a maximum of $5,000 per participant, per fiscal year;
  • Employers expected to contribute the remaining 40%;
  • Employers may receive up to $300,000 per fiscal year; and
  • All costs are paid in full by the employer and then reimbursed upon the approval of application and submission of receipts related to training expenses.

(3) Technical Training Stream:

  • Employers may receive up to 80% of eligible training costs, up to a maximum of $10,000 per participant, per fiscal year;
  • Employers expected to contribute the remaining 20%;
  • Employers may receive up to $300,000 per fiscal year; and
  • All costs are paid in full by the employer and then reimbursed upon the approval of application and submission of receipts related to training expenses.

(4) Foundational Training Stream:

  • Employers may receive up to 100% of eligible costs, up to a maximum of $10,000 per applicant, per fiscal year;
  • Employers may receive up to $300,000 per fiscal year; and
  • All costs are paid in full by the employer and then reimbursed upon the approval of application and submission of receipts related to training expenses.

(5) Persons with Disabilities Training Stream:

  • Employers may receive up to 100% of eligible costs, up to a maximum of $20,000 per applicant, per fiscal year for training and financial support;
  • Employers may receive up to $300,000 per fiscal year; and
  • All costs are paid in full by the employer and then reimbursed upon the approval of application and submission of receipts related to training expenses.

Eligible Applicants

Eligible applicants for the B.C (ETG) program vary by stream:

(1) C19 Impacted Worker Training Stream:

  • Those that are currently unemployed but will be employed by the applying business upon training completion;
  • Individuals that are currently employed by the applying business, but are in need of new skills for the employer’s business to adapt to the new digital economy and grow their business; or
  • The individual works for another employer in one of the impacted sectors, but facing reduced hours due to COVID-19. Applicants must be employed full-time by the applicant upon completion of training.

(2) Workforce Training Stream:

  • Participants eligible for training must be either unemployed; or
  • Employed by the applicant employer; and
  • Eligible employers must have a job for the participant at their company once training is completed.

(3) Technical Training Stream:

  • Each Participants must be either unemployed; or
  • Employed by the applicant employer; and
  • Employers must have a job for the participant at their company once training is completed.

(4) Foundational Training Stream:

  • Eligible participants must be unemployed at the time of training; or
  • Employed by the applicant employer and fit into one of the following categories:
    • Low-skilled employee;
    • Employee working in a low-skilled job; and
    • Employee working as an apprentice.

(5) Persons with Disabilities Training Stream:

  • Participants must be either unemployed; or
  • Be employed by the applicant employer; and
  • Employers must have a job for the participant at their company once training is completed.

Eligible Activities

Eligible activities for the B.C (ETG) program vary by stream. The ETG program will only accept training provided by British Columbia-based training providers, unless there is a circumstance such as the training program not being available in British Columbia.

(1) C19 Impacted Worker Training Stream:

  • Employers must demonstrate that training aligns with current or future needs of their business and industry, as well as the available occupation;
  • It is important that the training for this stream must be approved for/provided by a third-party organization;
  • Training must not surpass 52 weeks in length; and
  • Diplomas and degrees (full or in part) or not eligible for this stream.
  • This program targets the
    • Agriculture and agribusinesses;
    • Construction;
    • Cultural industries and information;
    • Financing, insurance, real estate, rentals and leasing;
    • Hospitality and food services;
    • Management of companies and enterprises;
    • Other services (except public administration);
    • Transportation and warehousing;
    • Utilities; and
    • Wholesale and retail trade.

(2) Workforce Training Stream:

  • This stream supports training that is relevant to the immediate needs of the business and the participant’s job;
  • Training must not surpass 52 weeks in length; and
  • Diplomas and degrees (full or in part) or not eligible for this stream.

(3) Technical Training Stream:

  • This stream supports technical training which may be defined as:
    • Training for new skills needed to operate machinery, equipment or use software;
    • Computer programming training;
    • Training for the adoption of new tech-systems, including new manufacturing, production, and construction processes;
  • Training must not surpass 52 weeks in length; and
  • Diplomas and degrees (full or in part) or not eligible for this stream.

(4) Foundational Training Stream:

  • Essential skills training such as literacy, communication, computer skills, or training to complete high school diploma or equivalency;
  • Apprenticeships that lead to a trade credential or ticket;
  • Occupational certifications granted by an organization with the necessary authority to set standards required to practice an occupation; and
  • Industry-recognized training which results in transferable credentials and are recognized by employers across an industry, such as WHMIS and first aid.

(5) Persons with Disabilities Training Stream:

  • This stream supports training that is relevant to the immediate needs of the business and the participant’s job which must be demonstrable;
  • Training must not surpass 52 weeks in length; and
  • Diplomas and degrees (full or in part) or not eligible for this stream.
