CleanBC Industry Fund: New Provincial Request for Proposals To Advance Clean Energy

The British Columbia provincial government has developed the CleanBC Industry Fund and the Roadmap to 2030 to reduce the province’s overall pollution, improve efficiency, and adopt new technologies while staying globally competitive in high-impact sectors. The CleanBC Industry Fund was also developed to support new opportunities for clean, low-carbon growth that build on B.C.’s clean energy and clean tech advantages.

The CleanBC Roadmap to 2030 is our plan to achieve 100% of our emissions target while building a cleaner economy that benefits everyone.

Funding through the CleanBC Industry Fund is distributed through three different Request for Proposals (RFPs):

1. Emissions Performance Request for Proposals,

2. Innovation Accelerator Request for Proposals, and

3. Project Feasibility Studies Request for Proposals.

These programs each have their own funding amounts, eligible expenses, eligible projects, and application intake periods.

Stream 1: Emissions Performance Request for Proposals

The Emissions Performance funding call supports projects that reduce emissions at an industrial operation using commercially available technologies.

Funding Amount: Less than or equal to the lower of $25 million or 50% of the Proposal’s budget of Eligible Expenses.

Eligible Expenses: All expenses must be incurred between the project start date and the project end date and for the sole purpose of this project. Eligible expenses include materials, professional services/contractors, labour/wages, and incident expenses. Learn more.

Eligible Projects: Eligible projects must reduce the GHG emissions that are attributable to or associated with reporting operations. Projects should use commercially available technology that reduces emissions intensity within British Columbia.

Application Intake Period: Open: March 14, 2022. Intake closes: April 29, 2022.

Stream 2: Innovation Accelerator Request for Proposals

In this funding proposal call, the Innovation Accelerator program provides support for projects demonstrating, piloting, or trialing clean technologies and processes with the potential to reduce emissions in B.C. industries. This stream targets pre-commercial technologies in the Technology Readiness Level (TRL) 7–8 range, as defined by Innovation Canada. However, novel trial projects for TRL 9 technologies, which meet the eligibility requirements, will also be accepted.

Funding Amount: Proposals must identify an amount of funding sought for the Project, which will not exceed 75% of the proposed Project’s Eligible Expenses reflected in the budget contained in the Proposal.

Eligible Expenses: All expenses must be incurred between the project start date and the project end date and  for the sole purpose of this project. Eligible expenses include engineering services/contractors, labour/wages, materials, and incident expenses. Learn more.

Eligible Projects: To qualify for funding, eligible projects must be able to reduce emissions as a direct result of the project’s technology or process. These technologies or processes must have a path to commercial adoption if successfully proven viable. Innovation can be achieved through the development of new technologies or processes or through innovative adaptation of existing technologies or processes.

Application Intake Period: Open: March 14, 2022. Intake closes: May 27, 2022.

Stream 3: Project Feasibility Studies Request for Proposals

Funding for feasibility studies will enable potential projects that are planning to apply for funding through the EP or IA RFP streams to gain clarity and confidence. An eligible study should help remove barriers, mitigate risks, and/or determine the feasibility of a potential project, such as whether it is technically, economically, and operationally feasible.

Funding Amount: Less than or equal to 75% of the Proposal’s budget of Eligible Expenses.

Eligible Expenses: The cost of the study must be incurred after project approval, and you must submit a proof of payment for the study. Eligible expenses include engineering services/contractors, labour/wages, materials, and incident expenses.

Eligible Projects: Eligible research must relate to projects that would be eligible under either the Emissions Performance Stream or the Innovation Accelerator Stream.

Application Intake Period: Open: April 1, 2022. Intake closes: June 3, 2022.
